Finding fast fundamental fanny friction fixation functionality is what you are desiring? Seriously though, try washing is with simple green there might be a Armor-All like coating from the cover manufacturer. If you can find a way to lightly abrade the surface with maybe a pot scrubber (the kind that is sponge on one side and plastic abrasive pad on the other) with a little soapy water. Try it on a spot first. Smear some mud on the seat and take a ride? Normal use should scuff it in a short time.
