Pre-08 Must mods:
front rotor larger if you are going to ride on hardtop SAFETY
headlight bulb SAFETY
doohickey WHY RISK BLOWING AN ENGINE?
horn can just be wired for more juice SAFETY
The rest is up for grabs but the above things are essential.

What is the point of a stronger brake if the stock one will lock the front wheel? Spend your money if you like, but absolutely non-essential.

The rear brake is easy to lock. The stock pre08 front takes much effort to lock. With most cagers on the fwy having ABS brakes, why take the risk? The bigger front rotor is much easier to modulate. If you don't think your life is worth $160 don't get it. I personally don't like a huge disparity in effort; I like better balanced braking. Most street motos have dual front rotors for a reason. Even the Kawasaki upped the front brakes in 08 and look how long it took them to do a half arsed fix on the doohickey. Most street motos have dual front rotors. If you are 90% on the dirt; don't bother. But, if you ride often in big cities esp. on the fwys; get a front rotor kit.

I don't think I will. I put almost 200,000 miles on a drum-braked /5, outbraked many disk-braked bikes on the range at various ERCs, and never hit anything. I did nearly come off when the front wheel locked up on perfectly good pavement. I really don't need any more front brake power on my KLR. My DR650 has a nice big rotor that modulates wonderfully, but I really can't stop it any faster than I can my KLR.> > The rear brake is easy to lock. The stock pre08 front takes much effort to lock. If you have a motorcycle that will go 105-110mph in a land where the max
highway speed is 70mph, why not just ride a bike that will go 70mph tops?
Easy. Reserve power for passing and less stress on components.
Ever drive an old car with non power-assist brakes? It'd stop and probably
lock the tires.
It'd also make you get a leg cramp trying to do it, too.
Having a more powerful KLR front brake means having it do at (making up
numbers here) 75-80% effort what the stock system is capable of at 100%.
I like two finger brake systems. The ones on Buell's I've demo-ed were
impressive - especially for having just one rotor.
They'd lock the tire, too. But, were were advised not to try that.
Me? I'm trying a different pad compound on my bike before I go spending a
bunch of $$$ on a new, larger rotor, etc..

I quote Dr. Krok
"How can I get more braking power?
If you find the stock brakes aren't enough for you, there are a few options. First, try some different pads, as listed above. Second, replace the stock front brake line with a braided stainless steel unit. Galfer and Russel make lines for the KLR (Galfer front is p/n FK003D102). (You can also get a braided line for the rear, but the stock system is adequate.) This will give you noticeably better lever feel. Finally, EBC, CycleBrakes and MAP make a larger front rotor with a relocating bracket for the caliper. THIS IS THE MOST EXPENSIVE BUT MOST EFFECTIVE OPTION.The CycleBrakes kit has a 320 mm rotor, whereas the stock diameter is 260 mm. An oversize Wave rotor is also available."
The front rotor kit isn't very expensive anymore. And it is obviously one of the most popular mods. I feel at less risk on the fwys of LA, CA with the front rotor kit, better horn and better lighting. $240 for brakes and lighting and a relay for the horn seems cheap and I feel much safer.
Though, it only takes one improperly driven cager to do you in.
