Yes he CAN get another insurance company! He is free to shop for another company that doesn’t lowball. Of course he has to deal with his present company for this incident but he does not have to stay with them in the future. Just the fact the adjuster tried to pull that crap would be enough reason to switch even if in the end he gets even more than it is worth or he ever expected.
As to your other points I agree except you are way ahead of the game saying he should call the insurance commissioner. He has only received one offer – he needs to call the adjusters supervisor. If he is not happy with the company final offer then he can call the insurance commissioner.

OK, so NADA is higher, so if they are saying less than $4225, he should NOT get another insurance company because he can't. He's stuck with them for this crash!!!! He should call the insurance commissioner, like I said. I'm sticking to my two points: 1) Get a repair estimate FROM THE DEALER. DON'T ACCEPT THE ADJUSTER'S ESTIMATE. 2) Figure out based on the value they put on the bike (NADA or KBB), your deductible, and the repair estimate what they MUST DO.
