Q) One thing you might notice, does you bike run the same with all levels of fuel?
A) Yes, from full to sucking the fumes out.
Q) Have you tried adding Seafoam to the fuel = one oz/gal. that sometime is helpful.
A) First thing I do every time I purchase any internal combustion engine. I believe in SeaFoam!
Not a Q) I still think the problem is air filter and main jet...but that is from a distance.
A) I am on the fence about the air, the main jet is near the top of my suspect list. (Given the moron who worked on the bike)
Also not a Q) Another problem that can be diagnosed and eliminate, does the cap vent properly. If you are experiencing the low power, stop, open the cap and see if the bike runs better. (be careful with an open gas cap!)
A) Vent is fine. And I am willing to bet that on the 105+ days after sitting it the sun, if it was not vented, the gas would be pressurized and the bike would be fuel injected... The bike responds the same even stone cold (not that it has been cold here, but just starting out at 75 degrees and after running for an hour at 105 degrees it acts the same)
I got a temporary roof on my garage today, so I may get to the bike this weekend. (If the temps are not over 100)
First up will be checking for an inline fuel filter, second the air filter, third the carb vent/drain tube, fourth take a look at the innards of the carb without pulling it. At that point we will see if there needs to be a step five.
