But-but-but...LOUD PIPES SAVE LIVES!
Sounds like a law to enforce some existing regs, but that doesn't mean I have to like it.
In terms of the reporting, I feel journalism has gone down the tubes. The article does not provide a proper reference to CA SB 435 nor did they even provide a a simple link to the actual bill text. Sheesh!

Also included are minutes/analyses from various senate discussions of the bill.It's interesting to follow the genesis of this bill from just including motorcycles into the CA smog check scheme to where it is now.
One of my questions about the bill was answered in the 27 August analysis:Q: Would this bill require primary or secondary enforcement? That is, can you be stopped by law enforcement for this?A: No you cannot be stopped solely for the violation of this law nor by the suspicion of violation of this law.
I guess that's at least nice, but do cops ever really have to have a good (provable) reason to pull you over?
Other points from the bill and analyses:- For the first violation, it may be thrown out (along with the fine) if the violation is corrected within some timeframe.- Selling, installing, or advertizing hardware that violates the EPA regs will also be illegal.

We had this a few year ago here in the UK. The insisted all bikes has a
British Standard number stamped into the pipe. This was to get through
the yearly MOT and so we ended up with people having a spare can to go
on the bike when it was that time of year.
They have scrapped it because it was too much effort. Now the rules just
state the exhaust should be within tolerance with the standard pipes.

If they are really concerned about the environment, a better solution would be to make it easier for people to keep their motorcycles legal. It would make more sense to encourage people to ride more and drive less. I prepose legislation exempting motorcycles from registration fees and allowing motorcyles to used toll roads and goverment parking at no charge.

Sound test is the only way to enforce a noise issue. A sticker would just lead to drilled out pipes with stickers on them.
What I want to know is what the guy is riding in the picture that accompanied the article?
