Just thought about it a little. The threaded holes the plugs you speak of allow access to may actually be oil passages that were machined into the head then plugged. The other side is the area where the cam chain resides. They don't do anything else except plug the hole. On their centerlines in the head on the other side of that area are threaded holes. It is just a guess but they may be there so you can remove the plug and thread a bolt in there to keep the chain from falling down when you remove the cams? Anyway make sure they are actually leaking and that the oil is not coming down from the valve cover gasket. If you are sure they are leaking try tightening them a tweak. If that doesn't work you can safely remove them and then I would recommend using Teflon tape.
