Because it was your Dad, I there is no paperwork needed to transfer a handgun to their children, but I could be wrong on this one because of the interstate nature of this transfer. Either way, the onus is on the seller/prior owner, who is deceased, so no biggie. To avoid the BS, I would have rented a car, driven to Wilkes-Barre and flown home from there. Federal law states that even a weenie state like NY must allow you to transport the gun to a place where you can legally posses/carry it, even if you're not licensed in NY.
