Hal, the way I do it is with an air operated impact wrench. Since
everything is sort of floating inside there, it's the easiest way.
Several times when I didn't have the impact I used a long allen wrench
(or hex w/ breaker bar depending on fork type) and gave it a good whack
with a hammer. Often that will break it loose as well.

Fred thinks this is a bad idea cause you can't clean the GUNK out of the fork. It worked for me.
