Borken cylinder heads are replaceable. They must come complete with 
 the cam journal caps, and have been line-bored.
 
 Cylinders (barrels) are replaceable too.  
 
 My advice?  get the receipts and see where the work was done, verify 
 as much information as possible, and make lower offer.  A broken 
 head, if from a blown head gasket or cracked head, might have other 
 consequences elsewhere in the motor, it should all be checked by a 
 competent someone.
