To reduce interference and extend battery life of cell phones, they are manufactured and distributed as (relatively) short-range operating transmitters. If one were to hit 911 in a remote area, they might be surprised to find multiple bars as the tower receiving the transmission gives permission to boost the signal. It does this to collect as much data possible for GPS triangulation using 3 cell towers. As soon as you dial 911, you are transmitting your position to emergency resources. As mentioned, texting for emergency is better -- transmissions require less power to make and can be sent in weaker signals. This also uses less battery power.
