I think your fuel problem is electrical. : )
You don't mention if the recall for the wiring harness has been taken
care of. If so then maybe it's something else but... no sputtering says
to me it's not fuel and is electrical. Kind of like turning the key to
the off position. The engine just stops. Take it for a ride and turn
the fuel off. Do that in a low traffic area where coming to an
unexpected stop won't endanger you or others. Then see how a fuel
delivery problem acts. Electrical and fuel delivery issues exhibit quite
different symptoms.
If you aren't comfortable around the electrical system and getting to it
the dealer should be able to take a look for you.
I understand the electrical is for the main wiring harness rubbing
through up near the steering head. I also understand you have to pull
the fuel tank to check it out and may have to really dig to find the
abraded wires.

What Jeff said. heck the archives for a number of posts describing exactly what you're experiencing. Bite te bullet and have the recall done. Take "before" pix in case they damage your bike if you must.

I like the black color, but Sweet Jeebus! $7600! I hope that there are
some substantial discounts/incentives.
For that price, you get a slightly used Hayabusa (the most comfortable bike
I've ever ridden extensively). I'm sure there could be some KTMs in that
price range too, if you wanted to stick with a similar bike to the KLR.
BUT - I am jaded by the notion that bikes are cheap and fun transportation.
I couldn't tell you where the line goes for "cheap", but over $4000, it
better be something I really want and in spotless condition.
