A common failure point on KLR650's which come here are the two 6 mm bolts which old the package rack to the sub frame. My approach is to drill them to thread to 8 mm to install 8 mm x 40 mm Allen Head cap screws. It can be done with the rack on or off, depending on other factors. Here's a link to some photos I made of the two I did today. One was with rack off and other with rack in place, in order to show the difference. Any questions/comments/corrections will be added to a description document. https://www.dropbox.com/sh/ip25c01sv8bi6w4/AADZuz6ew20M14OhIRTNnPJba?dl=0

I just drill through the top wall of the tube. It's more convenient than a bottoming tap and don't want a hole in the bottom as it won't add strength unless a tube is inserted, IMO.
