surging when using partial throttle in windy conditions.

I would only do a jet mod as a last resort. Everyone that's done one has reported a significant decease in mpg with marginal performance gains. Some I attribute to the dreaded placebo effect. Do the T/Y vent mod and turn out your pilot screw. Has anyone mentioned checking the float level ? Then if necessary shim the needle a bit instead of the major surgery of changing jets.
