What do you mean by "beefy"? Spring rate? Most important, did you set the sag? Even with a stiffer spring, you may still need more preload to get the sag right. Insufficient preload and loose steering head are just the two most common causes. You may also have to look at wheel alignment, spokes, wheel bearings, or swingarm bushings. The fact that shifting the load forward helps still suggests suspension imbalance to me.
