curious carb conundrum

Greetings, All,
I feel like I'm living under some sort of carb curse. After getting consistently inconsistent results from fiddling with the carb on my formerly-trusty '95 KLR, I replaced it with an '08 carb from eBay. Better, but still not quite right. It was very reluctant to start without starting fluid on the first start of the day. Subsequent starts were pretty good. It acted like the enrichner just wasn't working.
Thinking that perhaps the enrichner circuit was somehow clogged, I bought fresh gas, added a good slug of Seafoam, and rode around with the choke on. Big improvement: Good starting, and when I engaged the enrichner, it actually had an effect on the way the engine ran.
Now I'm on a new tank of gas, with no Seafoam. The bike starts pretty well, but seems to want the throttle open more than it did before in order to start. Additionally, if I let off the gas in order to let the bike idle, it runs fine for awhile, then decreases rpm's until it dies. I have to really pay attention at stoplights.
As an experiment, I let it sit idling at 1,100 rpm. When the rpms started to decrease, I increased them to 2,000 and just held the throttle there. After 15-20 seconds, they started to decrease again. I twisted the throttle up to 2,000 again, and the cycle repeated.
Any ideas what's going on and how I can fix it? The weather is beautiful here in Oklahoma.

Kevin,
Can you give a little more information?
How many miles on the bike?
Have the valves been adjust? If so at what miles and to what clearances?
Any carb mods at all? 22cent mod, different needle or jets, mixture
screw adjusted?
Is the exhaust stock?
What air filter and how is it treated?
Did you inspect the petcock vacuum hose condition when you swapped carbs?
Are both sides of the carbs sealed well with tight clamps?
Also, do you know the voltage of the battery when sitting and also when
cranking?
I'm not ready to suggest the carb has issues without more info.

Jeff has given some good suggestions. My first thought would be to suspect the valve adjustment. That doesn't necessarily mean to check it first, because some other causes can be ruled out with less effort. But it is pointless to try to diagnose carb issues unless you are sure your valves are in spec.

I'd second what others have said about getting your valves sorted just to rule that out.
Also, do a quick check for a vacuum leak. Your symptoms would send me in that direction first.
Especially as you just swapped carbs.
With the bike running at a constant throttle setting, squirt some WD40 around the intake boots and output boots of the carb.
Also check around the intake manifold/head.
If the RPM increases, then you have a leak. Narrow it down and you either need to tighten the connections there or replace them if they're perished.
You said the choke affected the way it ran.
Did you apply the choke after the engine was warm?
If so, did the choke seem to make the bike run more "normal" or just rich?
