Not unless you remove the hand guard to allow access to the end of your handlebar.

1. There's a product (I forget what it's called) that attaches to the
handlebars with velcro and provides tie=down loops out at the ends of the
handlebars, allowing you to avoid the fairing.
2. You can pad your tie-down straps so they won't chafe the fairing, and
attach the hooks inboard on the handle bar under the crossbar.
3. If you have tiedown points that are low enough, as on a trailer, you can
attach your tie downs around the fork legs just above the lower triple
clamp. This will not work too well if you are tying down to the stake
pockets in a pickup, however.

use a large aluminum ramp with an extra support post in the middle and drive
it up (first gear only). I inch it back and ride it down backwards slowly to
get it out. I am quite good at this, and it has worked well for me over the
years. Tying down was easy. a ratchet strap on each side of handle bars (I
go kickstand down) holds it down and forward in the box. another on the rear
tire just to help.

2008? or newer (or is it 2007?) how do I get straps to tie down the front of
the machine if I cant get to the handle bars through the front fairing??

bike down.
