Does anyone know if fram makes a paper element air filter for
the KLR650 ? If so what do they sell for? I am not trying to start
a long thread on what filter to use, just want to try a paper filter
offroad. Thanks in advance.

Someone on the list suggested Simple Green last week and this weekend I
tried it out on my horribly dirty TwinAir... Worked like a charm, plus you
don't have to deal with noxious & explosive solvents and can use the waste
water to clean out the soap scum in the tub when you are done.
Just make sure you rinse it really well, it took a couple of good rinsings
to get all the SG out.

Last week, I was lamenting, OK whining about my Little Buddy's increase in oil consumption. When I removed the dirty air filter, I noticed a dirty area, maybe half an inch wide, on the foam filter where it compresses against the plastic in front. Makes me think for some reason it did not properly seal and allowed in unfiltered air. Getting in a hurry and slapping in a clean filter may have been a costly mistake.
When I installed the clean filter this time, I cleaned up the area where it seals, and took my time to make sure the filter is on properly. Afterward, I got to thinkin' maybe I should cut an inspection hole in the top of the air box so I could see the back side of the filter, and cover it with duck tape.
Leaving for Arkansas in the morning.

Did I miss something here? Why cut a hole? You have to take off the side
panels to take off the seat so you can look at the top of the air box. Why
not just take off the right hand side panel and then just open the air box
access door on the right side of the air box and look in.

Besides being careful on installation, and properly oiling the foam,
you should always grease the sealing edge of the foam filter. On KLRs
I also grease the poorly designed retaining screw area too.

My bike is ready for it's 500 mile tune up.. I just looked it over
and removed the air filter. It smells and feels like it has gas on
it. What does this mean?

There's a carb with a bunch of gas in it a few inches away. Reeking of
gas is normal.
As for the feel, it should be greasy/oily. The filter is intended to be
oiled quite heavily. The manual specifies engine oil but I'd strongly
recommend a dedicated foam filter oil.

It means you should be wearing nitrile gloves.
And the airfilter smell, that's normal.

KHI doesn't oil the filter; this is a dealer setup task. Given that
dealers often don't even reset the forks from the shipping height, it's
well worth checking to see if they actually oiled the filter and did all
the other stuff they should have.
The dealer in Lander was so sick of rebuilding engines that had ingested
too much dirt for no good reason (mostly ATV engines, he said) that he'd
had a bunch of "WARNING! Filter must be thoroughly oiled before insertion!"
stickers printed up at his own expense that he stuck on the filter cover
of any off-road vehicle that went through his shop. A clever labor-saving
device...
