weird electrical issue

Sounds like the battery is more likely the culprit than the fan.
Batteries, maintenance free or otherwise, can show 12.8 volts at rest
and still not have enough juice left in them to even start the bike.
Your Connie and my ZRX are similar enough to be brothers, and I've seen
mine behave in a similar manner. After a battery replacement (the only
one in 7 years of ownership), all gremlins were solved.
