ignorant klr question

My owner's manual [2010] says add 1.9L of oil if I don't change the filter and 2.0L if I do change the filter. That puts my oil level near the top mark in the engine case sight glass. There are a bunch of folks over at KLR650.net who seem to think the bike needs 2.5L of oil which would put the engine oil level over the top of the sight glass and they seem to think a KLR run at 1.9L/2.0L levels is doomed to engine problems. Flooded KLR just like cars...you floor the throttle when flooded condition and it will start J#3
