A common problem on KLRs that old is the connections at the fuses go bad. The glass type fuses don't connect well to the metal fuse holders. I would first take the tank and seat off and check for loose broken connections and grounds. Upgrade the fuses to blade type--they are under the seat and by the right shroud/cowling.
