I agree that the 705 might be more problematic at low rpms. If you do have a ring / bore problem with your stock KLR, you can bore it out 0.5 mm or 1.0 mm and use OEM parts. This is the less expensive fix versus $1,000+ for 6 - 7 hp.
My one buddy bought a known oil burning 2008 off of the dealer. Part of the deal was that the dealer would disassemble/bore it out/ reassemble with OEM parts for free but my buddy opted for the 685 cc kit ($250 parts, labor still free). He likes the results and we often ride on dirt / gravel roads but no trail-blazing stuff and he doesn't have any problems.
I was at the Bonneville Salt Flats this past Sept to watch some of the BUB trials and there was a 751 cc KLR (sitting / didn't see it run). I don't think lugging is a issue after he takes a mile to get going.
