Or you could get a couple of cloth bags made, or cloth shopping bags could work DC  
Put some top opening, instead of side opening, panniers on it and I would love that Honda. Side opening is useless. You either open the bag and lose half the stuff out, or you have to unmount the bag and lay it on a flat surface to open it.

I would add to the prior suggestions that you need to check for loose connections on the safety lockout switches and associated solenoids. That puts the list of things to try as follows if I have kept track. Clean and tighten the following 1) Primary wires from battery to starter solenoid and battery to ground. 2) Secondary solenoid connections to the starter button and spray cleaner in button possibly 3) Lockout switches like kickstand, neutral, (clutch? Is there one) and the associated solenoids The fact that it works now is probably bad news. It means there is something out there that you cant locate until it happens again. With luck, and some proper inspection, you may find a loose connection and prevent it from ever happening again. If it happens then check all of the above while it can be duplicated to see what solves it. If nothing else works you will need to resort to the old stand by. Shaking the chicken bones over the bike while chanting the proper incantations.
