Mark,
You might could try some coarse sandpaper and lightly scuff the swept
surface of the rotor. A piece folded to 2 or 3 inches square and run by
hand in a circular motion while rotating the wheel a few revolutions per
side should be sufficient. That'll provide a little bite into the pads and
deglaze them, too.
While you're there, if the pads mount on any sort of pin, I've taken the
pin out and shined it up with a Scotchbrite pad, fine sandpaper, etc... to
give the pads a smooth surface to work on. ---Just some free stuff to try.
