You can do it with the axle, a vise and a board with a v-notch in the end, but the Marc Parnes balancer is about as slick and minimalist a bit of equipment as you will find: http://www.marcparnes.com/

~~~~One of the reasons I do my own tire work (including balancing) is to save me from taking the wheels to a shop. Closest shop in my area is about 25 minutes one way. I can R&R a tire and balance it in that time so the way I look at it, there would be no time savings if I had to cart the wheel to someone else to balance it Like others have suggested, you can make your own balancer for cheap. I actually like to buy tools so I went for something ready made and a known quantity. With the amount of riding I do payback came quickly (IMO). The last Northern Tool flyer had the tire balancer marked down to $49. At that price it is worth balancing them. I have foud that in many cases if they are really out of balance you can rotate the tire and it will come back in pretty close
