sprocket ratio question- quck answer and opinion

Just off the top of my head, if you have to change the chain, it is more difficult and more costly. The front sprocket being larger "could" reduce chain wear.
Changing the rear sprocket to get the same result would "most likely" require a new chain. It "should" be possible to change the front sprocket one tooth without changing the chain.
Generally most people change the front sprocket, but finer changes can be made with the back.
Now for the opinion part - The KLR 650 is too "high geared" (low numerical ratio) now. And it won't pull redline in top gear. I would not consider going to a lower numerical ratio.
