Just off the top of my head, if you have to change the chain, it is more difficult and more costly. The front sprocket being larger "could" reduce chain wear.
Changing the rear sprocket to get the same result would "most likely" require a new chain. It "should" be possible to change the front sprocket one tooth without changing the chain.
Generally most people change the front sprocket, but finer changes can be made with the back.
Now for the opinion part - The KLR 650 is too "high geared" (low numerical ratio) now. And it won't pull redline in top gear. I would not consider going to a lower numerical ratio.

I should add that if anyone wants to tag along on the Big Sur ride, anyone's welcome. It will be mainly slab riding, as my brother will be on his R1 and they're not known for their off-road ability.
He sold his R1 to a friend of his in San Jose. We're using the delivery as an opportunity to ride PCH through Big Sur. We will be leaving Friday morning early, taking 101 through Santa Barbara, then peeling off on 1 all the way to San Jose. We'll be taking our time and taking in the views. They're absolutely breathtaking along that stretch of road.
He will be flying back, and I will be returning alone on Saturday or maybe Sunday. Haven't decided if I'll just take 101 the whole way back or if I'll take 1. Accommodations in San Jose will probably be a floor or a couch, who knows, maybe get a cheap room... It's a seat-of-the-pants kind of trip.
