waterlogged tool tube

I cannot believe how much water is getting pumped into my tool tube when it rains.  Not sure where it is pouring in either.  Both ends are threaded, and I have two small holes where the ubolt passes through, and one on top for a pin to hold the threaded end plug.  Must be the position of the water spray from the front tire pressuring water through somewhere.  It literally pours out half a liter after a ride in the rain.  Makes it almost useless, considering I live in a rainforest.  Any suggestions?
