leaking gas tank - follow-up

engine complaining in high gear below 3000rpm

Many roads I ride near my home have speed limits in the 35-45mph range. My 07 woun't go those speeds in high gear. The engine bucks and lugs if RPMs drop below 3000RPM.
This is nothing new. It has always behaved this way. But after riding other bikes on the same roads and not having this problem, I'm begining to wander if something is wrong with the KLR.
Is it normal not to be able to drive 40mph in high gear on a KLR650?
