unstable idle

I'll be riding my fully warmed-up '08 from stoplight to stoplight, shifting into neutral while waiting for the lights to change. Sometimes the bike will idle at 1100rpm as it should; other times it'll idle at about 1400. Fourteen hundred irritates me. It sounds too fast and IS too fast.
There's slack in the throttle cable. It does it with the steering pointed straight ahead. The bike is dead stock. It feels the way bikes used to feel when the mechanical advance would stick open, advanced, and the bike didn't want to return to its normal idle speed.

A few questions...
Have you seafoam'd or cleaned your carbs recently?
Has it spent any time sitting without being ridden?
if you blip the throttle when it's high, does it return to normal?

1. No recent Seafoam. Never had the top or the float bowl off the carb.
2. Hasn't sat much at all.
3. Everything is fine except the erratic idle. Never dies, responds to throttle up or down.

OK. With that information, my analysis would be:
There could be a little grit or varnish on the slide that is causing it not to go all the way down when the butterfly is closed, or is causing the butterfly to rest on it when you let off the throttle. The Carb is easy to get to on a KLR.
Number 1 thing to check would be the enrichener (Choke) cable for free and proper operation.
Next:
I'd buy a can of spray carb cleaner, and remove the carb from the airbox and intake boots. rotate it sideways (you can probably do it with the throttle and enrichener cables attached, so you can see the slide on one side and butterfly on the other.
On the butterfly side, open the throttle and spray off the hinges and area where they sit at idle.
On the slide side, move the slide up with your fingers and spray out the venturi where the slide "slides" and make sure it slides freely upward (with a little resistance from the spring and diaphram vacuum) and returns positively to the bottom when you release it.
Button everything back up and see if it made a difference. This should take no more than 1/2 hour.
Run seafoam through it for a couple of tanks to clear any varnish that may be beginning to accumulate on the jets.
Idle speed: I keep the hot idle speed on my bike set to 1400. It seems a little fast, but allows it to idle better cold. IMHO 1100 is a little slow for a single, I'd up it to 1250 or so at least. Here in L.A. no matter what the temp, I never have to choke for more than 10sec when cold starting (after .22c carb mod and idle mixture adjustments). You can set the idle lower on multi-cylinder bikes, but thumpers require a higher idle.
