I looked it up. It was a BMW / Isetta. According to Wikipedia, BMW bought Isetta in 1954. I also looked up a picture of Steve Urkel's Car. BMW emblem on front. Snip from internet: The bizarre looking car that Steve Urkel drives is a 1956 BMW Isetta 300. BMW manufactured approximately 136,000 Isettas. About 8,500 were exported to the U.S. of which it is estimated 1,000 still exist. Rick A17

I think they were really 4-wheelers, with the rear two pretty close together. They were powered by BMW, either a 300 single derived from the R25/26/27 or a 600 twin.
