The petcock could have a weak spring on the vacuum diaphragm + carb's the float needle & seat could be "tired" or partially clogged with dirt. You may have fixed the carb just fine only to accidentally reintroduce dirt through a contaminated fuel line,too. I did a customer's GS500 a few years ago with similar issues. The bike was spotless and had a repainted gas tank installed. Turned out the painter set it on the ground somewhere and got dirt in the fuel outlet. It washed into the line when connected and we must've taken the carb apart three times before we shot compressed air through the fuel line and cleared out the gunk. lol Another thought: The float level might be wayyyyy off (too high) and the carb is dumping fuel into the intake - creating the hard start issue. Once stopped, the overflow accepts the extra gas plus whatever runs down out of the fuel line. The ether you are using might be thinning stuff out.
