The only way to know for sure is to open the engine and take a look. It's kind of like a mud puddle in that you can't tell how deep it is from the top. Same with the doohickey and spring. Even if you loosen the adjuster from the outside all you'll know for sure is that you loosened the adjuster and then tightened it. You won't know if anything happened inside the engine. Every 2003 I've opened has had a broken spring. Other bikes have had doohickeys that were stuck in place or broken. A couple engines had doohickeys and springs that were working as designed. They all looked fine from the outside. Even the 2008 models with the new designed doohickey has problems. The doohickey is loose on the shaft and the spring is too long. The one that I worked on a few weeks ago had about 3,800 miles on it and the spring had about no tension. It looked fine from the outside. My suggestion is to not worry about it. Just open the engine and replace the doohickey with a genuine EagleMike replacement and also install a torsion spring. Then you'll never be wondering if it's working or not. Always ask for Genuine EagleMike parts. On '07 and earlier, about one spring in 4 fails, and about one lever in 6. That doesn't count the ones that will not self-adjust because they have been deformed by assembly. The only way to know for sure the condition of your quadrant and spring is to open up the left side of the motor and take a look. Since it requires the special tools to get in there, you might as well buy a replacement quadrant and install it while you are there. I'm personally a big fan of MSR Dominator handlebars. Aluminum construction for $30-$40 depending where you buy them. I've been able to bend handlebars at any price point so I go with slightly cheaper ones now. As for more rise, try an ATV high or a mini high bend bar from any of the manufacturers... da Vermonster I'm pulling a set of Mini High bend bars off of my KTM (just waaaay too tall for that bike) if anyone is interested... They are straight and black/silver. Hit me off list.>
