I created a laminar lip out of 1/8" plexiglass sheet and a heat gun for removing paint. Be patient. If you get it too hot, it will bubble and distort. Heat it up and use something to make it bend, hold it in place till it cools sets. The temps I used were just a little above the too hot to hold temperature, so the boiling water statement may hold true. You could use a heat gun and heat it up till if bends, then use a thermometer to see what the temp is. Thats where you want to set your oven. It won't be too warm, guessing, between 150F and 200F. If so, they take the certificate of origin and issue you a title some time after they inspect the frame and engine numbers and verify with the national stolen auto/bike registry that the bike isn't reported stolen. For most KLR's sold in America, however, the dealer files the paperwork with the DMV, and the state sends a license plate to you but if there's a loan outstanding on the bike sends the title to the lender. Indeed, lenders won't loan money unless they get a title with a recorded lien on it, and they won't loan money on unregistered/untitled bikes under any circumstance. If you are outside the United States, on the other hand, things may be different. As for buying a bike where the lender has the title, that's quite possible, but the lender has to be involved in the transaction and there's lots of hassle with FedEx'ing notarized paperwork and wiring money and shit. The lender ends up sending the title to you along with a lien release form or stamp (depending on state -- some states like Arizona require the form and won't accept the stamp), and you have to get a (generally notarized) bill of sale with the VIN and engine # and odometer reading from the seller to take with you to the DMV to account for the fact that the owner of the bike couldn't sign the back of the title because he never had his grubby hands on the thing. Generally with cheap items like a motorccle it's not worth the hassle, which is why when I did a short sale on my Concours I paid the thing off with a cash advance from my line of credit to get the title, then sold it with title in hand and paid back the cash advance.
