It's that time of year, dear reader, when the KLR's are quietly resting in their garages and the thoughts of KLRistas naturally turn to oil, tires, and political agendas, with all the inevitability of geese flying south for the winter and north for the summer. Jeff must be out riding so maybe I can help. Yes your measurements confirm it is not charging. The idle voltage should be above the voltage when the key is on but not running. Also if you check it at around 3500 RPM it should have 13.7 to 14.5 volts. I suggest your next step should be to make sure the battery terminals are clean and tight. Also make sure the small gauge wires to the battery terminals are connected. At least one of those affects charging. I don't have the wiring diagram handy but I think one of those wires is a sensing connection to the voltage regulator. Afterwards take measurements again to see if it helped. If not you may need a new regulator. Walt
