klr broke down in savannah.....

Howdy all! I'm been lurking quite awhile...it's too bad this post is about a breakdown!.....
I recently got a new job here Savannah, Georgia and am loving life. Job is great, weather is great bike is gre....broke. My 89 KLR has about 40k on it but is in pretty decent shape. It's been running a bit weird for a month or two: when and only when I'm at a steady speed with just a bit of on-throttle my KLR surges. And not just a little, it acts like it's running out of gas but just when I look down, it "catches" again. It doesn't do it constantly, I swear it seems dependent on which way the wind is hitting the bike.
I've just been riding around this problem-including the 400mile haul from Copper Hill, Va to Savannah. I got around to changing the fuel filter but couldn't find one as small as what I pulled off. I installed the new larger fuel filter and it started and ran fine. I rode it a few miles to work but the surging problem was still there. Like I said, I've been riding around it so I took off down rt 17S outta Savannah headed to Jekyll Island. I only made it about 50miles when it sputtered and spit and stalled. I got it restarted but only made it another mile. Got gas at a Chevron thinking maybe the bike has bad gas. No luck. I foolishly left the gas station and made it a mile when the ole girl quit again. It started fine but stalled at anything over 2000 rpm. So, I rode back to the gas station under 2000 rpm.
Luckily, a HD rider interrupted his ride to help me. He went home (Hinesville, GA) got his trailer, came back and hauled my sorry but all the way back to Savannah!
Today, I took the bottom of the carb off. It was yucky. Cleaned it up. Pulled the jet .... it had a BUG caught in it! Pulled the bug out. Very carefully put it back together. Started it up. Gas pours out of the overflow. DOH! Forgot the put the little retaining pin in the float. Pulled it back apart and got the pin back into the float.
Now that I've "fixed" it, it won't start at all. Cranks, sputters and "backfires" thru the pipe but it will not start.
And the battery is low on juice.
And the float bowl screws are nearly stripped (I can get them out again but will need replacements).
And I'm staying in a temp living facility and have only the toolkit and what I bought at Pep boys.
So, ideas on what I've screwed up?
