I am now the proud owner of a 2003 KLR 650. (after years of
fireblades). My previous KLR spat me off when i had a balencer
tensioner failure.
My Question is - do I need to do any mod to my 2003 KLR or has
kawasaki sorted the problem. (i am aware of bracket upgrades)

are all balencer tensioners fragile
No factory fix has been reported. Especially an 03 is SOS.

Exactly. On tight, technical trails I can usually outrun dirt bikes with my mountain bike and in the really tight stuff I can outrun the mountain bikes on foot. When the going gets rough weight is everything, which is a KLR advantage on the road and disadvantage on the trail.
