There is a good chance the lever itself is damaged, there is an even
greater chance that the spring has let go or broken off and fallen
into the bottom of the crankcase. When I replaced mine several pieces
of my tensioner lever were MIA and the spring was too!
It will only take you about an hour if you take your time it's well
worth the effort!

You can purchase the tools from Mike @ Eagle MFG, but usually there
are several people willing to lend the tools out for the cost of
shipping. I offer this service to people on my site and so far I
haven't had a problem.
