idle mixture adj on a 85 klr600

I have 1/4" between the bottom of the carb and the top of the starter motor. How in the world does a person adjust the idle mixture without a) Removing the carb? or b) Removing the starter motor an using a very special right angle screw driver? The 84 shop manual I have is for the non-electric starting engine, so adjustments are not too bad. Is there any tricks to this? It is impossible to start it using the kick start (stair master from hell!).
