 I had this problem one time. It turned out to be a bad loose fuse connection in the fuse holder. The way I finally found the culprit was in having my seat just sitting on the bike and not bolted, I was able to ease it off the seat off and not disturb anything. Then start touching stuff with my finger and bingo, when I touched the fuse holder, everything came on again. Before, by the time I got the side panels off and the seat unbolted, it shook things up as to let the system correct it's self before I could get in there. I replaced both fuse set ups with a water proof , blade system.  I still just have the seat sitting there without the bolts holding it. A few velcro strips holds it on , but, it's also kind pinned down by the top box just behind it.
