That is common for street tires. Look at, e.g., a Michelin Pilot.
There's a thin strip of rubber all around the middle that has
absolutely no grooves in it.

I didn't find my 761's to be squirrely handling on the street, but
they definitely were not great in the wet (not as bad as a Kings
KT-966 or Kenda 270 though, which will crash you quick in the wet). I
definitely agree that the European rubber seems to be sticky both wet
and dry and far superior to the cheap rubber in that regard.

BTW, these have a silica-rubber compound too. Definitely a good street
tire for the KLR that doesn't go off-road.
