I think the original statement was that the list would be closed until the problem was fixed or identified.
In the meantime, I believe that the Moderator stated that if you emailed him with a name and address of an interested party he would take your referral.
I vote to let him do his job. I am not much of a Monday morning quarterback or back seat drive, etc.
I choose to believe he knows what he is doing, although I'd like the list open for all also.

klr650 fuel starvation and/or surging problems
KLR650 Fuel Starvation/Surging Troubleshooting
==============================================
This process may assist those who are having problems with
intermittent fuel starvation or surging. This covers 49-state
systems, not the CA system, although they may be similar. It is not
intended to be all-inclusive, but it should cover the most likely
candidates for problems. Suggestions &/or corrections for
troubleshooting process improvement are welcome.
DISCLAIMER: I went through this entire process and did not find
anything concrete wrong. However, the problem has not happened again
since I did this troubleshooting. I strongly suspect the carb vacuum
line to the petcock or the fuel tank vent line may have been pinched,
since I had just tipped the carb over to drill out the pilot mixture
screw plug prior to this occurring. I also had the seat off.
Symptoms: Running out of gas when you have gas in tank, but restarts
OK after a while. Repeats after a few miles/minutes of higher speed
running. Intermittent surging with engine under load. Intermittent
fuel starvation.
Fuel System Components (probable culprits):
Carburetor
Fuel Tank & Gas cap
Petcock
Fuel supply tube - petcock to carb
Carb vacuum tube - carb venturi to petcock
Fuel tank vent tube - rear of tank to air
Carb vent tube - the clear one, carb to air
Fuel filters - there are two within the gas tank on the main
& reserve fuel feed lines. You may have also installed an aftermarket
filter in the fuel supply tube.
The following items should be checked, although not necesarily in the
order listed.
Fuel supply tube - Check for pinching, blockage, airlock, and leaks.
Check for no uphill sections - may cause airlock. It needs to all
flow downhill. If you install a clear plastic fuel line, it is easy
to see if fuel is flowing. I used 1/4" ID vinyl tubing I got at the
hardware store. Make sure it's gasoline-resistant. I also suggest
small screw-type stainless steel hose clamps - they are a lot easier
to work with and more robust with than those little wire-type clamps.
Is it secure on both the carb and the petcock?
Carb vent tube, the clear one - This provides atmospheric pressure to
force fuel from the float bowl into the venturi . Check for pinching
or blockage. Remove at the carb and blow through it. Have you
installed the T-mod to avoid vent hose blockage in rain or water
crossings?
Carb vacuum tube - The petcock must have vacuum from the carb venturi
to feed fuel to the carb float bowl. Check for pinching, blockage and
leaks. Remove at carb end and suck on the tube. Does fuel flow
through the carb supply line? (This is where the clear fuel supply
line comes in handy.) Remove petcock end and blow through it. Is it
secure on both the carb and petcock fittings?
Fuel tank vent tube - I believe this tube vents the fuel tank fumes
to air when the fuel and air in the tank heats up and expands. Check
for blockage or pinching. Check the tube routing under the seat area
closely, particularly where the seat fingers slip under the area at
the rear of the fuel tank, to make sure it doesn't get pinched.
Fuel tank - Do you have gas? Is the petcock set to the ON position?
Check fuel level again. Is it high enough to cover the main feed
line? If not, switch to REServe position. Is there enough fuel to
cover the reserve feed line? Drain & check for dirt, corrosion.
Disassemble tank cap and check for dirt or gasket damage or blockage
of venting system. I believe this vent allows the tank to draw in air
when the tank cools. Blow through the tank vent at the rear of the
tank to make sure it's clear.
Petcock - Check for proper operation by sucking on vacuum line
(before you remove the fuel tank). Does fuel flow when you apply
vacuum? (This is where the clear fuel supply line comes in handy.)
Remove from fuel tank. Disassemble & check for dirt, internal damage.
Inspect the filters on the feed tubes for contamination or damage.
Fuel filters - in addition to the main and reserve feed line filters
in the fuel tank, you may have installed an aftermarket fuel filter.
Check all of these for contamination, damage or leaks. Check all
fittings for security & leaks. An aftermarket filter must flow
downhill, so it should be installed as close to the petcock as
possible to avoid airlock.
Carb - Check for leaks. Drain float bowl into a small container and
check the drained gas for contamination (dirt or water). Remove float
bowl and check for contamination and float damage. Check for proper
operation of float needle valve. Remove carb and disassemble only
after you've checked all the rest of this stuff. It's easier than
taking the carb off and you have to do a good share of it first
anyway. (I didn't remove the carb.)
Thanks to all those list members who provided very useful suggestions
for troubleshooting this problem.
