A wee bit of crud built up on the bulb base or in the sockets. Take the bulbs out, buff the contacts a bit with craft paper (a.k.a brown paper bag) Look in the socket, if there is an pitting or corrosion on the socket contacts clean them. Apply a bit of dielectric grease to the base of the bulbs and put them back in. You can also pull the flasher relay and check to be sure its contacts are clean and corrosion free.
