The Frogg Togg Chilly Pads are available at Wal Mart for $13. I have one and it sounds just like the one you describe.

SW Colorado:
I plan to be there in about 3 weeks for a long weekend. A buddy with the Sheriff's Dept there advises that I plan my riding so if I need to I can be outta the mountains and into one of the towns by mid-afternoon. According to him if there's going to be lightening storms that's when they'll start. He also told me they have historical accounts of old miners getting hit by lightening inside mines/caves - apparently its a horizontal adventure in the high country there.
Moab:
I rode there in August last year and likely will again this year. The temp was between 100 and 105. I used 2ea pieces of multi-function head/neck gear called "Original Buff". Its a tube shaped stretchy cloth that can be worn in many ways. I wet one and wore it under my helmet, the other I wet and wore like a gator around my neck. About every 30-40 mins I would stop and rewet them from my camelbak. They made a big difference and it felt 20 degrees cooler from their evaporation.
The Buff is available for about $20 online and from places like REI. Gear Head in Moab also stocks them (Main Street and about 300/400 on the corner).
The 3 liter size Camelbak (or other brand) is essential when Moab gets hot. I filled mine with all the ice it would hold, then added water. It would run out of water late afternoon, about when I'd be back in town.
In short: Both areas are great riding this time of year, they just require the right planning respectively.

I'm leaving next Friday or Saturday to go to Silverton and meet up with some 4x4 Landcruiser club buddies. I am considering taking a trail bike and maybe spend a few days riding before they get there or after they leave. Anyone going to be there about that time?
Also, is it entirely too hot at Moab to ride this time of year? I've only been there in April, which was very nice.
