motorcycle insurance - progressive vs allstate

My Progressive (South Dakota) is ~$75/KLR/full coverage/bike. My 16y/o son's premium is $160 for the same bike. He is is fully insured to ride all four KLR's; his premium is based on the newest KLR. Oddly, it really doesn't matter if he were restricted to just one; if he is riding a KLR it is going to be ~$160. revmaaatin.
