I am guessing you mean the ball-tab on the tank shroud? or is it the side panels? The glue that works best is Franklin-Glue. The second best glue is a 3/16" drill and a zip-tie. On this list: Mike Frey and Tengai Mark seem to be the one's with the experience...using the least amount of Franklins to make plastic repairs. There are several others also on the list that have had singular sucess in welding plastics; I think they also enlisted others with skills in the black-arts to obtain sucess. I am to polite to suggest they are big story tellers. wink. or own stock in the plastic welding processes. The Franklin-Glue; that is the picture of the 'bill' required to purchase a new tankk shroud and appropriate decal. I doubt that one Franklin will cover the entire cost. cough. Our friend Watt-man says the bike will actually run cooler without the tank shrouds. shrug. Ugly, ugly, ugly, but he says it actually runs cooler. He is a NASA-type engineer; I trust his work. He should know; he designed and sells the thermo-bob. Read more here. http://www.watt-man.com/ If the problem is the side panels, the bike will work 'fine' without them, and in some cases, IMO better without them. ONe less thing to remove when you have to remove a seat. After a couple of untimely dirt naps, the KLR starts to obtain a few ziptie fastners and you discover they work just fine; but only if you can get past the bike taking on the character of Mad-Max. shrug. revmaaatin.

Why not try 55 in lbs as suggested by the KLR big guns. Make sure to back them off a little bit (1/8 of a turn) and then torque them.
