Try letting the air out and rotating the tire on rim. Take the weights of (mark the spot first). Try it again. Sometimes it is the rim and tire that is out of balance and by doing this it will take less weight. We used to do this on car tires all the time. Ran a tire shop/garage for the first 6 years of my adult life. I like to use as little weight as possible.

Hi Craig, I just had the pleasure of a rear flat on a Kenda 760 and it took about 1.75 oz (a 1 oz weight and a 2nd 1 oz weight trimmed as needed). Have a great day.....Greg

Was the tire marked with a paint dot ? Attempting to remember if that goes where the valve stem or 180 degrees..
K270 I mounted and inflated... Tada.. close enough. for me..

While you are at it check the foam air cleaner and carefully inspect the carb diaphragm. Unbeknownest to me, mine had two small tares and as they grew, my max rpm continued to drop over a month-long period: only 5,500, 5,000, and then 4,500. On the third diaphragm inspection the tares were large enough for my to notice.
