Am I the only one that almost gets run off the road EVERY frickin' day I ride to and from work? I practice "situational awareness" religiously but still find it amazing how often I almost get shut out by some idiot on a cellphone.
I've got a pair of motolights on my BMW that seems to make a huge difference in my visibility to others. I haven't found a good alternative yet for the 08 KLR.
I've had the KLR now for about 6 weeks and love it, just need more light and mods of course.

Google "Stebel compact nautilus" for the loudest, most compact horn you can buy. They just plain work.=)
If you get one and need an installation idea, holler back. I have photos of where I hid mine up above/beside the coolant return tank area.
As for lights, I'm in the middle of a High Intensity Discharge installation review. I wouldn't recommend them just yet. They plug right in. But, the light output direction needs tweaking. Better to spend the $ on a good set of Silverstar H7 bulbs and be ready to buy one t least once year since they don't last as long as stock.
What kind of expense are you looking at? Around $100 to have good, clean/safe/legal light and a horn that will make a dog drop a t*rd in the road {really happened!}.

Eddie, the horns sound like a great idea. As for the lights I'd guess I would entertain most any decent modification. The motolights were 300+ but I'd rather not spend that much.
If you have pics of your horn install I would like to see them.

Perhaps you need a very loud horn, to punch through the cell-phone-fog of drivers. Google for "ear cannon"
