Hi Scott.
It doesn't really raise the bike, but it is higher when you ride simply because the bike doesn't sag when you get on. I am 6' 3" tall, 35" inseam, and I weigh 285 lbs. I have the pre-load on #1 setting. I am pleased with the ride.
I do not feel the need for raising links at all. You are taller than I am, but I have long legs.
If your inseam is longer than mine, you may want to add raising links, but I can let my legs hang down with out touching the the road, IF I stay in the middle of the seat, and keep my toes up. At a stop, and setting in the front part of the seat, I can just touch flat footed.
If you way less than I do you may want to look at the 7.4 Kg spring. It is rated for 230 to 280 lbs. Hope this helps
