You can do it without tools. Just lay the side of the front tire up against a wall, light pole, tree stump or other immovable object. grasp the bars firmly and tweak them back into place. You can do it at home by loosening the pinch bolts, but when it happens to me out on the trail, I can't stand to ride for long with the front end cocked, so I deal with it as soon as I can find something convenient to roll the wheel up against.
