The rotor is not spinning true. If you have a dial indicator check it and you will see it. Whether or not you have a dial indicator (just makes the job easier and only needed if you cannot correct the problem with the first couple solutions) the problem most likely is with the mounting. Remove the rotor and make sure there is not any grit or burrs between the rotor and hub. If the problem persists you may be able to improve it by mounting the rotor in a different position in relation to the hub. If you check the hub and it has no run out yet the problem persists than the rotor is most likely warped. If the rotor was designed to float it should correct minor misalignment. Don't know if this rotor is supposed to float or not. Walt
